For a while, WWV was in Washington DC itself, before moving
to Greenbelt, MD (1931) and then Ft Collins, CO (1966).

Folks who do govt contract administration here in Washington DC still
use 5PM DC time as the time bids must be submitted by, and up till
a few years ago some of them still had shortwave receivers on
their desk to officially close the bidding period, because as
far as they could ascertain that was as close to
official government time as they could get.

I would guess "DCAS" time was Washington DC time.
