For a year or two I had both a stratum 1 and a 2 in the pool, and there was 
more load on the stratum 1 but it wasn't overwhelming or anything - maybe +30%.

The stratum 1 box is still in the pool and I control the client load by 
adjusting the specified bandwidth in the server profile record.  No reason I 
can think of not to have it in the pool - go for it!
