I recently setup a stratum 1 using GPS18LVC as well.  Unfortunately it's
at my home with a non-static ip (it hasn't changed in months but could
change any moment).  I then tried to use it as a reference for my
stratum 2 server that is in the pool and the delay to it is worse than
current stratum 1 servers I'm pointing to even though my house is like
15 minutes from the datacenter the stratum 2 server is located.
