Unfortunately, I'd kind of expect those to be highly correlated.  I.e.
it's "easier" to use a bad NTP daemon and not bother asking for your own
device pool.  A vendor who's prepared to expend more effort on finding
out whether their NTP daemon is "well behaved" (or even to know that
they can misbehave) is going to be more inclined to know about being a
good citizen and making contact before deploying something that hits the
main pool.
