Further to this, I have just examined how many servers out of the DNS records {0,1,2,3}.ru.pool.ntp.org come from this group that do not accept connections from port 123. Result is 5 out of the 12 A records returned, so 42% of the ru.pool.ntp.org servers are effectively non-functional.
