In the interests of sane default behavior, shouldn't there be some
default (long) interval after which ntpd re-resolves all of its
name-based servers and peers if they stop responding? I know the new
"pool" keyword is supposed to do something like this, but it seems
server and peer lines should exhibit similar behavior.

That won't fix the hard-coded IP problem, but if such behavior made it
into ntpd, and was pushed into most OS distributions, the problem
might eventually go away or become very small after a few years.
