If you install cygwin32 and gcc (https://www.cygwin.com/), you’ll be able to make as many tcc versions you like. And if you do, make sure to compile tcc.exe as a 32bit version, not a 64bit version. That is, it should be able to run on both 32bit and 64bit versions of Windows, and should itself compile EXEs as 32bit versions by default.
