See the -xc option. As in
$ windres --preprocessor="tcc -E -xc -DRC_INVOKED" -O coff ...

winresrc.h (needed by windows.h with RC_INVOKED) and dependencies
can be found in the winapi-full-for-0.9.27 pack.
