It's not happened to Germany only, I got the same case in loading Chinese 
transalation, so I made a little try..

1. Export New Language to a csv file (named zh_TW.csv)
2. Open zh_TW.csv with UraEditor
3. Search for menu with 'Administration' and translate them
4. Save zh_TW.csv back to TERP_HOME/i18n
5. Load new language, select Chinese (Taiwan)
6. Change Language preference to Chinese
7. Client re-connect to server again

The term 'Administration' shows on the top front menu should be translated into 
Chinese, but nothing happened on it. 

If you translate a lot, most of terms work fine. Perhaps some hook keys were 
missed when exporting to translation file, that made the translated term unable 
to go back to database. if it's true, that is a bug.

The alernative solution is view menu as data and manual translate them one by 
one, dump your whole PostgresSQL database to your partner, your translation 
should show on.
