That's not what I found in 4.2.0. Translation worked as expected for me. I exported the 'New Language' option, saved a single line of it with a translation (I used Partners by Category because it's unique and visible in a minimal installation) and imported it as a new language. I set my preferences to that new language, and the translation of the single term occurred fine.
