I don't agree with this interpretation. You are still the owner, but the GPL grants rights to other users once you have distributed the code to them. So the owner (the originator) can still give others the same code using a different licence at another time. If the code is contaminated with other contributions and the copyright has not been assigned to Tiny or 'the project' it may be difficult to decide who the originator is, so the code may only be possible to distribute using the GPL.
