I think you are here speakink about a "waterfall¨ methodologie. But I think it 
would lead to costs that are too high for the typical SMB's OpenERP targets. We 
had much greater customer and implementer satisfaction using ¨agile¨ 
methodlogy, doing short iterations where requirements and solutions are 
renegociated almost each week. Customers have to understnand it's the better 
for them because it's very hard to know in advance the exact need and what 
exactly should be coded, what exactly inside the built'in OpenERP will fit and 
not fit.
