Yes, GEM, the translations of each module are included in the i18n folder. It contains a modulename.pot file extracted from the server (menu Administration - Translations - Import / Export - Export a translation file) and then, for each language to translate, copy the modulename.pot file to a languagecode.po file (es_ES.po for Spanish) and translate it (for example with the poedit program in Linux).
But this process is more tedious, less collaborative that using the launchpad translation tools.
