Your PATH should include the bin directory of the SDK, e.g.:
    /cygdrive/c/JAVA/j2sdk1.4.2_04/bin
(I only have 1.4 on this machine....) BEFORE windows/system32.

Most likely you didn't add the SDK to your PATH variable, or
you added the jre/bin which doesn't contain javac.
