Look at: tools\java\net\tinyos\tools\Send.java
for a _very_ simple example of packet sending.
Unfortunately it doesn't help with the packet formatting.
For that I recommend my code bolus at:
http://www.etantdonnes.com/Motes/robocode.tar.gz
which has a very complicated example of message handling.
You may also want to read up on "mig" for creating message structures.
