Hi just you are putting the value of the transmission power as 1, in CC2420 data sheet (Table 9) there is no value 1, and 3 is for -25 dBm. so, may be the radio doesn't recognize the value and set it for the default value 31.
I didn't check for value 1. So, check other values if you can Yasser Zahedi
