In trying to get to the British Medical Journal original format 
version of the article Allen E. recommended, I stumbled across 
something that may be of interest in this debate, now winding down. 
It's a review of a recent book which makes the rather startling claim 
 "that British eugenics was almost completely imported from the 
United States". The reviewer rejects that premise but given the 
comments on this thread,  it's interesting that the claim was made at 
all.  

The book is Edwin Black's (2003) "War Against the Weak: Eugenics and 
America's Campaign to Create a Master Race"
