I would hazard that the evidence suggests that what works in third
world cultures is high infant mortality, including infanticide.
As Tim suggests, we have laws against that sort of thing here -- are
you (MS) suggesting that we repeal them?

What is the evidence that abstinence works in other cultures? One
way some cultures deal with such problems is to simply and
officially deny they exist (not to mention stoning folk who are the
victims- usually women)- for example, starvation and cholera and
have (in)famously and officially been denied and under reported in
areas where they are indeed present. I'm not doubting you but
asking for where I can find the data (given my lack of cross-
cultural dudeness). :)
