I've had similar situations with Vietnamese and Chinese students.  Initially
I was concerned that the other students in the class would think that
dictionary would give these students an unfair advantage. It was clear that
they were having language problems throughout the semester and I decided not
to penalize them any further.  Now I will tell my international students
that they can use a translation dictionary.
