Annette:

The third ed. of the APA manual directed us to center the title right to
left _and_ top to bottom, with the running head at the bottom.  The fourth
(current) edition simply says to "center the title on the page" with the
running head at the top.  I think APA figured we would and could:        
a) remember that it meant to center the title from all margins, 
and b) see the sample paper and figure it out for ourselves.

Yes, I agree a journal editor might not find this particularly important,
but this is one "easy" thing we teach our students to be disciplined
about.  If they can't follow directions to create a proper title page,
what will we find in the following pages of their papers?  (Can you tell I
am currently in the midst of grading a mound of papers, myself?)

That concludes my ranting.  :)
