I don't think that it is _known_ ('tho there are theories), but my best
guess would be the same mechanism by which stimulant drugs increase
concentration for all individuals (why do over the road truckers take
stimulants? Not to be bouncing all over the cab, but to increase their
concentration on the road).

Amphetamine abusers tend to lock in on single tasks.
In other words, there is nothing paradoxical about this effect.
