You can use WPA on a TiVo, but only with the TiVo WiFi adapter.  It
only does WEP with other adapters.

WEP is insecure, so use WPA if you can.

There are other IR blasters which stick right to the front of the
receiving device, but it actually isn't likely that's the problem.
