If you look at https://www.iana.org/assignments/tls-parameters/tls-parameters.xhtml#tls-parameters-8 the assignment specifies the specific draft version. So it is. Stable reference. If not having an RFC is an issue, it would be great if the WG could stop dithering about things that don’t matter in the real world very much, and that could be changed later on if we want to do so.
