determine the user to whom the mail is directed before TMDA can do

Actually, it is possible. With qmail and sa-analyze, you can run any program and process the message however you want before it is queued for delivery. Why couldn't you determine the recipient and check the user's whitelist/blacklist?

What other references to this do you know of on in the archive? What has been the general consensus on the idea?
