It's part of TMDA by default.  When it sees some clue that the message is
from a mailing list, it won't reply.  Here's a URL with the clues it uses:

This case looks like a spam that was made to look like a mailing list.
Note that in the first entry it says it wants to CONFIRM, but it doesn't.
The filename it gives on the CONFIRM line is the name of the pending file.
