This sound like tmda-ofmipd itself isn't running, or isn't binding its server socket to the 127.0.0.1 address.

Check out the -p option to tmda-ofmipd (docs from source):

    -p <host:port>
    --proxyport <host:port>
        The host:port to listen for incoming connections on.  The
        default is FQDN:8025 (i.e, port 8025 on the fully qualified
        domain name for the local host).

If I recall correctly, using 0 for host will bind to all available IP addresses on your machine... I *could* be wrong on this - check it with "netstat -an".
