My fault, cause didn't spot that earlier :(. There is one patch that sets the tmpdir, and it wasn't back ported to Tomcat 5_0 branch. Seems to me that there is no need to use the CopyFile for tools.jar too, since we are no longer using jre's jvm.dll.
Can we re-roll just the exe distribution or the new release is needed for that?
