You need to actually download the source package for Tomcat. The binary package does have a src/ directory, but it doesn't have the native drivers code in it. I just downloaded the binary version, installed that, then downloaded the source, compiled mod_jk (this was for Tomcat 3.2b7, but applies to you also), and loaded that into Apache.
