I have fixed similar problems in the past by setting CATALINA_OPTS to -Dfile.encoding=ISO-8859-1 and restarting tomcat.

They are all spanish character sets. I tried changing to the character set to utf-8 from iso-8859-1 but still it comes up. Anyone ever seen this before? Maybe point me in the right direction.
