I was with this problem too, I was using J2SDK 1.4.2 in a Linux machine and setting CATALINA_OPTS to -Dfile.encoding=ISO-8859-1 didnīt resolve the problem.
To "fix" this problem I have to set the enviroment variable LANG to "pt_BR.ISO-8859-1" in catalina.sh and "bingo" all my ISO-8859-1 charsets were displayed correctly.
