Your error page is too small.

For IE to show an error page (by default) it has to be more than 1Kb long, IIRC.

Suggestion: Append to your page a comment like the following:
<!-- This is stupid space to make stupid IE behave properly: ######################################
######################################
######################### ... ### -->

The text is optional.
