This should work but try firstly using double quotes, and secondly put a space on either end in case anything else in manipulating the JAVA_OPTS variable. Like so,
export JAVA_OPTS=" -Xms512m -Xmx512m " It is good practice to set it in catalina.sh as it guarantees that the options are always adhered to even during a restart.
