I know this is terrible manners, but here's a reply to my own question.... Is the Cookie error a symptom of heavy load/low memory, not a cause? After I posted this, I found this bug report: http://w4.metronet.com/~wjm/tomcat/2000/Nov/msg00362.html which suggests it is a symptom.
