with Tomcat4, I don't think there's a jvm.stderr and jvm.stdout, all the logs should be in your log directory, the default is CATALING_HOME/logs, stdout.log and stderr.log. Look at the other ones, they might give you an idea also.

The reason that you get the message is because the only errors that can be reported are those detected by 2000 (like missing binary, improper permissions, etc). I would suggest that you look at the jvm.stderr and jvm.stdout for more information about what the error is that you are getting.
