Thank you John, I have no examples folder, and as far as I can tell, I have no Catalina_home/logs.
Now I'm wondering if I downloaded the wrong file, or missed another download I needed. The file I downloaded was jakarta-tomcat-3.3.1.zip. Did I miss something as basic as an entire archive.
