Tomcat 3.1 isn't that outdated. 3.2 came in the last 
quarter of 2000. (That's less than 2 years ago).

Software that is in production can get much older
(I know customers, that still run the software that 
I developed 10 years ago)

There can be many reasons to that:

- You have to use what your provider offers
- The old version works good enough for you
- The customer won't pay for an upgrade (Why should 
  he, if everything works)
- Other applications require that version.


BTW: 
We still use goog old jserv with gnujsp. 
(Even older than TC 3.1)
