It can, and then you'd have other problems. I use oracle here and even though I'm licensed for x connections the database hasn't yet failed to give me a connection at high load times. I've got my scavenge count fairly high with only a 2 minute timeout on the connections in the pool (user timeout is more). Seems to work pretty well for me. Much better than that connection pool that I wrote.
