Er, what about Jdeveloper? It doesn't integrate with Tomcat but you can set your class output to whatever you want? And you can do war deploys, I'm using it and have found it to do what I want it to do, which I haven't found in other IDE's. Plus because the Jdev team have tried to copy Visual Studio .Net it makes it easier to go between the both of them, as I do.
