I'm ripping the rtichk code out of wx and implementing it in Python, and
there's a comment:

                # If bug wasn't found above then fall back to old school
                # rti lookup...
                # XXX if it is determined at some point that everyone is
                # using the new web RTI tool then the fallback code can
                # be removed.

Has "some point" been reached?  Is everyone using WebRTI now?  Can I
ditch this old school RTI lookup code?
