Well, strictly speaking, priority is determined by engineering, not the customer. The customer gets to tell us how bad the problem is (severity) and we get to determine how important we think it is to fix relative to all the other bugs (priority). That's part of bug triage, along with making sure that it's filed in the right place, has a basic evaluation, etc. That said, I've been thinking that perhaps the default priority should be P3; that's easy enough to change.
