That's actually exactly correct -- ship criteria are not based directly on quality measurements, but on a massaged version of them. A bug could be extremely severe, but have such limited impact that we decide it's not worth holding the release back for, and we can guide the customers who will have this problem. On the flip side, a bug could be reasonably limited in the damage it can do, but be so annoying to a lot of customers that we decide it really needs to be fixed because it'll result in many customer calls. We don't have that many P1 bugs, period -- they're reserved for "drop everything, stop the build" bugs, and those tend to get cleared out pretty quickly.
