In update releases, binaries are only rebuilt and redelivered if there
is an approved change to them. (This is because every change to an
existing package in an update release requires building a patch.)

As the owner of some of those libraries, I have no idea what we'd do.
elfsigning is done by the WOS Release Engineers for all packages at once.
We have nothing to do with it in the individual consolidations.
