Please include example URLs in messages like these. It looks like <http://toolserver.org> isn't loading currently with a 502 Bad Gateway error, but individual directories seem fine (e.g. <http://toolserver.org/~dispenser/> or <http://toolserver.org/~brion/>). I believe most of the roots are asleep right now. You can try e-mailing ts-admins or filing a JIRA ticket (assuming JIRA loads, heh), but I imagine this'll be broken for a few hours until someone wakes up and can fix it.
