sorry, that’s wrong. Software can be free but not open-source, it can be
open-source but not free, it can be free and open-source, and can be
non-free and closed source.

If labs only accept stuff that is free AND open source then this is ok,
it just narrows the number of possible tools.

@Dr. trigon: To answer you question what will happen to these tools: It
is easy, they will die with the toolserver. WMDE and WMF destroy them
together.
