Yes, you can only update the base graph of the default graph, because only that graph is editable from that asset collection. For example think about the change history if someone would make UPDATEs to other graphs from here.

Yes, the default graph in the WHERE clause includes the imports closure, and you can use the GRAPH keyword there without issues, assuming the user has read access to those graphs.
