Yes, you are right. _() should be harmless and thus is better done on the
main-line.
However, I suspect that some less mechanical changes are also needed. These
are better done on a fork since they may destabilize the code. They can be
developed and tested on the fork (without the full set of _() strings) and
then merged after 0.7 is released.
