I've changed it to use lowercase uuid on the package name (example):

tortoisehg-stable-0.9.31165-x86-16cb7293-bcd7-4990-879f-c1acd9c1874f.msi

compare to what we previously had (different example):

tortoisehg-stable-0.9.3+156-84af109559ef-hg-1.4.3+184-98bc3e195720-x86.msi

Note that the old filename missed the msi version number (e.g.
'0.9.31165') and the naming scheme didn't cover package respins and
changes in thg-winbuild only.

I think it is handy to have a separate msi output file on each run of
the build tool chain.

For official ('ANN'-) releases, we can simply delete the uuid part from
the file name. For nightlies, it can be used as is.
