BTW, it seems to be Stefan's plan to provide disabling via HKCU for
*all* overlays:

This means we should be able to ditch the locked and readonly overlay
slot handlers by setting values in HKCU (as soon as he implements that).

A DVCS really has no use for file locking overlays. If a user then has a
problem with handler overpopulation, he then can start resolving it by
disabling handler slots he doesn't need (per user).
