A remark regarding complexity:

I imagine *testing* minor upgrades (in Windows Installer terms) would be
quite time consuming: Making sure files are exchanged as expected.

BTW: Having correct monotonically increasing file versions would help a
lot here. See my diverse precautionary perennial messages on the lists
about Windows exe-, dll- and msi-file versions and the Windows Installer
rules for exchanging files in minor installs.

Here is the list of platforms we expect the installers to be tested on:

Windows XP x86 SP3
Windows XP x64 SP2
Windows Vista x86 SP2
Windows Vista x64 SP2
Windows 7 x86
Windows 7 x64

(I'm testing 'Ultimate' only on Vista/Windows 7, 'Professional' on XP).

"Contributors" for installer testing are always welcome (or any other
area of course).

BTW, my thanks again to the guys at Microsoft CodePlex who organized a
sponsored MSDN Premium subscription for one year for me, which allows me
to test on these platforms (thanks to the Windows test licenses included).
