The Explorer Icon Overlay extensions are installed under HKLM, and thus
probably needs local admin permissions. In theory, we could just install
TortoiseOverlay as local admin, and then TortoiseOverlay could try HKCU
before HKLM/Software/TortoiseOverlays. I say "in theory" because I don't
know if TortoiseOverlay works this way.
The installer does not need the local administrator permission, it just
needs access to the relevant registry keys. On my machine the group "Power
Users" has permission to write into ShellIconOverlayIdentifiers.
I'm not too knowledgable about COM registration, so I cannot say what is
required to register the COM servers.
Some of the restrictions may be due to Inno Setup having a simplified model
compared to WiX.
